Choose large, fresh garlic bulbs. Cut off the tops of the garlic bulbs, (approximately half an inch).
Place garlic in an ovenproof baking dish. Drizzle olive oil over the tops of the garlic bulbs and sprinkle a small pinch of sugar if desired. Put about one-half inch of water in the bottom of the dish. Cover and roast in a 350 degree oven until the garlic is fragrant and tender, 30-35 minutes.
